Revegetation Consultation and Oversight on Provo River Delta Restoration Project SYNOPSIS The Bureau of Reclamation (BOR) anticipates issuing Request for Quote (RFQ) 140R4023Q0114 to acquire contractor services to provide revegetation oversight and consultation on the Provo River Delta Restoration Project (PRDRP). The Contractor will provide coordination and oversite of site preparation, seeding, planting, and mulching. The Utah Reclamation Mitigation and Conservation Commission (URMCC), through its partners, private vendors and volunteers will arrange for the revegetation activities to be carried out under the direction of this Contractor. Work will take place within the 291-acre PRDRP project area located near the confluence of the Provo River and Utah Lake in Utah County, Utah. BACKGROUND: Construction on the PRDRP was initiated in the Spring of 2020 and revegetation efforts followed later that fall. Revegetation was guided by the PRDRP Final Vegetation Management Plan and continued each successive fall through 2022. Revegetation included plant translocations during construction, seeding, and planting of a mix of approved species. The revegetation work has been accomplished under the oversight and direction of a consultant with revegetation expertise. PROJECT DESCRIPTION: The Contractor shall coordinate and oversee implementation of site preparation, seeding, planting, and mulching described in the Final Vegetation Plan (https://static1.squarespace.com/static/52efd38fe4b07591d51a714e/t/5db9a48468a00a062b6971d6/1572447376413/Appendices-A-B-C_prd-design-report.pdf) which was developed to maximize the probability that revegetation outcomes meet project objectives. Revegetation implementation is expected to occur during the late fall of 2023, with the option to occur again in the late fall of 2024 when conditions are appropriate for seeding and planting. The exact dates of specific seeding and planting activities will be coordinated by the Contractor, with approval from URMCC. The Contractor shall oversee implementation of revegetation activities by coordinating with crews conducting site preparation, seeding, planting, and mulching to ensure the Revegetation Plan is being followed. Revegetation implementation will primarily be carried out by crews or vendors arranged separately by the Commission or its partners, and seed and plant materials will be procured by the Commission or partners separately from this contract. Tasks include: -Coordinating and overseeing the 2023 seeding effort and the 2024 seeding effort if the option is exercised. -Preparing Preliminary Seeding Map, Seeding Implementation Map, and As-Seeded Map. -Coordinating with URMCC to develop and place the 2024 Seed Order with the Utah Department of Natural Resources Great Basin Research Center. -Conducting a minor amount of seeding. -Coordinating with URMCC to develop a hydro-mulching order (quantity, location, and dates). Order will be placed by URMCC. -Attending pre-planting site visits to discuss and review planting areas, staging areas, access, logistics, and scheduling. -Preparing Planting Implementation Map and As-Planted Map. -Coordinating the delivery of plants with the growers such that the required numbers and species of plants are efficiently staged near each planting area. -Coordinating and orienting revegetation vendor/crews and flagging, marking, and physically laying out plant installation locations and flag/mark planting areas. -Inspecting plant materials and planting and advising URMCC regarding suitability of delivered materials and services. Only URMCC employees are authorized to accept or reject seed and plant materials or services. -Conducting a final inspection of the revegetation work. -Utilizing already established photo monitoring points to continue documenting revegetation activities photographically and document final seeded and planting areas. -Documenting observations, photos, and recommendations made during site visits and including recommended revegetation methods to be used during the next planting season. The period of performance shall be for one period from the date of award through March 1, 2024. Optional Period 1 will be from February 1, 2024, through March 1, 2025. The Contractor will be given at least a 30-day notice if Optional Period 1 will be utilized/exercised. This requirement is being procured in accordance with Parts 12 and 13 of the Federal Acquisition Regulations. This effort will be competed as a Total Small Business Set-Aside. The resulting award will be a Firm-Fixed-Price contract. NAICS AND SIZE STANDARD: The NAICS code for this project is 541620 with a small business size standard of $19 Million. SOLICITATION RELEASE DATE: The release date for the solicitation is anticipated for September 22, 2023. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Quote (RFQ). This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice.
