THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with FAR 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations. This RFI seeks to identify the capabilities available in the construction contractor community and their alignment with anticipated requirements. Responses to the survey will impact our decision-making as this contract program is developed. All feedback provided will be reviewed and considered. Award will be made on the basis of the Highest Technically Rated Offeror (HTRO) source selection methodology.The Highest Technically Rated Offeror is a source selection process that is neither a tradeoff nor Lowest Priced Technically Acceptable (LPTA). It focuses on prior experience in performing the same or similar work. In using the HTRO process, the Government establishes a weighted points-based spreadsheet of objective criteria in the solicitation. Offerors self-score and provide substantiation for their scoring in their technical proposal. The Governments technical evaluation is a review of this substantiation to validate the offerors self-score. Best Value is defined as the offeror with the highest Government-validated technical score.Offerors self-score against the pre-defined objective scoring criteria and deliver supporting documentation to objectively prove self-score validity. The self-scoring spreadsheet reflects the maximum points and the weight factor for each criterion. The Government will not add points to an offeror's self-score, only decrement.Scoring sheets will be provided in an update to come. The attached General Construction Multiple Award Contract (GC-MAC) Statement of Work (SOW) defines the scope of a full range of design, construction and engineering activities necessary to meet Air Force and other customer requirements for Beale AFB, CA. This basic contract SOW will be tailored to identify specific requirements at the Task Order (TO) level. SOWs or Statements of Requirements (SOR) may be used under this contract and price competition will be achieved at the TO level. Projects will be located at various locations on Beale AFB, CA and other locations that Beale is responsible for. This acquisition will be competed as a total small business set-aside. Eligible small businesses must have offices located within the San Francisco, Fresno, or Sacramento SBA regional office territories. Use of military installation addresses will result in ineligibility. The contract value is estimated to be $500M over a 10-year period.
