The Naval Air Systems Command PMA-265 intends to award a sole source, firm-fixed price contract with cost plus fixed fee options to Mercury Systems Inc. in support of Cabin Pressure On-Board Oxygen Generating System Monitoring System (CPOMS) Cockpit Pressure Altimeter (CPA) Dimming Curve Firmware Update and Ready for Issue (RFI) repairs. This procurement includes dimming curve firmware updates for 311 CPOMS CPA (part number ASI9121) units, new labels for updated units, testing of units to ensure proper curve installation, and repairs to CPAs not ready for issue (RFI). The period of performance for this effort will be one year and is expected to be complete September 2024. This synopsis is for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to negotiate the contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 336413. GENERAL INFORMATION: Mercury is the sole designer and producer of the CPA used in CPOMS and is the only entity capable of modifying the firmware of the CPA in the timeframe necessary to support fleet operations. Any interested party must have the approved facilities and equipment necessary to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs within the required response time. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
