This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 325413 In Vitro Diagnostic Substance Manufacturing with a size standard 1,250 employees. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) is seeking to identify any vendor capable of providing the brand name only of the Ortho Workstation 2-in-1 blood testing system in support of the healthcare of our Veterans and eligible beneficiaries of the Department of Veterans Affairs, G.V. (Sonny) Montgomery VA Medical Center, 1500 E. Woodrow Wilson Drive, Jackson MS 39216 and other VA medical facilities within the South Central VA Health Care Network. Potential qualified sources must be able to provide the following brand name item: Item description Brand name Ortho Workstation 2-in-1 blood testing system Ortho-Clinical The brand name item must include the ID-micro Typing System Gel Column Agglutination Technology and its consumables. Please provide warranty and installation information and pricing. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and ueiSAM number (i.e. LV91LJ4B1Z98), DUNS number, and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). 6. Vendors must answer the following questions: Does your firm take ownership or possession of the proposed equipment with your personnel or is the proposed equipment drop shipped from the manufacturer? Does your firm manufacture/produce the proposed item? 7. Distributors: You must provide a letter stating that your firm is an authorized distributor of the product. The VA does not accept grey market items. Grey/gray market also known as a parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer. Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name then this action will be sole sourced to the manufacturer cited in the brand name section above.
