Amendment 0003 - Responses to Contractor Questions The purpose of this amendment is to post questions and government answers (Q&A) submitted after posting of the CCR RFP. As a result of the Q&A, changes to the CCR Pricing Matrix (see Summary of Changes Tab) and information added to Fill-In sections of specific clauses within the solicitation were completed. Clause FAR 52.219-16 - Liquidated Damages- Subcontracting Plan, has been added to the solicitation. Contact information for POC, Contract Specialist, Shanita Manuel, has been updated. The changes and classifications are considered minor and will not result in an extension of the required proposal submittal date Amendment 0002 - Revision to Statement of Work (SOW) andInclusion of PPI Tool Download Instructions for Offerors word document The purpose of this amendment is to post a revised Statement of Work (SOW) to incorporate the potential to include Foreign Military Sales (FMS), added on page 1. No known FMS locations or country partners are known at this time. Also, the amendment is to include ITO Attachment 1.1 PPI Tool Download Instructions for Offerors word document. The changes and clarifications are considered minor and will not result in an extension of the required proposal submittal date. Purpose: Solicitation for KC-135 Center Console Refresh (CCR) 1. Solicitation issued on 9/06/2023 will close 30 calendar days after issuance 2. RFP # FA8105-23-R-B004 3. Nomenclature/Noun - KC-135 Center Console Refresh 4. Application (Aircraft) - KC-135 5. Description: The US Air Force needs an updated Fuel System (FS) and Flight Display System (FDS) due to obsolescence and is looking for innovative ideas to not only replace but improve these systems with turn-key solutions enabling supportability and future growth. The FS, FDS, and the potential derived requirement aspects of both define the scope of the CCR program. 6. The anticipated contract will be a Fixed Price Incentive Firm Target (FPIF), Firm Fixed Price, Cost Reimbursable single award indefinite quantity/indefinite delivery type contract comprised of One Base Year with Eight One-Year Option Periods and a projected period of performance from July 2024 to July 2033. 7. Please refer to Solicitation Pricing Matrix for CLIN, Quantity and Unit of Issue breakdown. 8. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. 9. To request access to view controlled documents via sam.gov, you must have a role assigned in sam.gov. This is not something Government personnel can assist you with. If you are unable to view the controlled documents, you will need to contact sam.gov for questions. After you have a role assigned in sam.gov, request to view the documents and ensure you put your companys cage code in the request.
