N00164-23-Q-0308 SOLE SOURCE PENTIUM PROCESSORS FSG 1240 - NAICS 333310 ISSUE DATE 21-SEP-2023 CLOSING DATE 27-SEP-2023 12:00 PM (noon) Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for an end of life procurement of a quantity of 483 each Intel 166 MHz Lower-Power Pentium Processor, part number GC80503CS166EXT with a required delivery of ninety (90) days after award of purchase order. The proposed contract action is for the supplies or services for which the Government intends to solicit for a brand name Intel Corporation of Santa Clara, California Cage 4BA62, under the authority of FAR 13.5. This is being solicited on a brand name only basis because Rafael Advanced Defense Systems. LTd. (Rafael) is the manufacturer of the Toplite EOS, which is also called the MK48 MOD0 and MOD1. Although Rafael is not the manufacturer of the MK 38 GWS, the Toplite EOS is a part of the MK38 GWS System and Rafael is the only source with the technical expertise to provide a change to the current design which currently incorporates the aforementioned Intel Pentium processors. A change of the current processor would involve the technical activity conducting discussions with Rafael regarding acceptability of an alternate processor in regards to performance, mechanical, and electrical requirements, as well as development of requirement documentation. The requirements documents, reviews of requirements with alternate vendors, and concurrences of any acceptable proposed modifications to the requirements in using an alternate processor is estimated at 720 labor hours in requirement documentation. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov. This solicitation is being issued pursuant to the procedures at FAR Part 13.5. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-23-Q-0308 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.
