The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to procure Program and Management Development Training using a sole-sourced, Woman-owned Small-business set-aside. The proposed acquisition will provide expert services to expedite the evolution of the NACCs Center of Excellence (Coe) strategy created by Strategies by Design. In an effort to implement the CoE, we require the creation of a Fiscal Year 24 tactical plan to operationalize key aspects and develop impactful metrics across our organizations divisions. The NACCs CoE will foster an environment that promotes mutual trust, loyalty, and personal accountability while sharing best practices, new knowledge, skills, and thought leadership in employee experience and engagement and enhancing business practices. Our evidence-based approach will ensure our offerings reflect what matters most to our customers. To implement the NACC CoE, the objective of this requirement is to co-create a NACC tactical plan that will create a new mission statement, vision, organization priorities, and critical initiatives with associated metrics across each NACC division. It is the Governments intention to issue a Firm Fixed Price (FFP) type contract in accordance with FAR Part 13 to a single firm as a result of this acquisition. The period of performance is expected to begin upon award and will consist of a single base period, followed by one 7-month base period. The Applicable NIACS code is 611411.
