The 109th Airlift Wing located in Scotia, New York intends to issue an Invitation for Bid (IFB) to award a single, firm fixed- price contract for non-personal construction services, to provide all plant, labor, transportation, materials, tools, equipment and supervision necessary for repairing asphalt apron shoulders, three (3) tie downs, and multiple areas of concrete pavement as marked on the Government provided sketches and in accordance with the statement of work, subject to availability of funds, at Stratton Air National Guard Base, NY. Magnitude of this project is between $500,000 and $1,000,000. Construction/contract completion time is 90 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237310, Highway, Street, and Bridge Construction, with a small business size standard of $45,000,000. This is a total small business set-aside. Your attention is directed to FAR CLAUSE 52.219-14 (e) (4), Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code forConstruction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75 percent subcontract amount that cannot be exceeded. The tentative date for issuing the solicitation is on-or about 25 July 2023. The solicitation will include the date and time for the pre-bid conference as well as an organized site visit, which will be held immediately following the pre-bid conference, at Stratton ANG Base, Scotia, New York. Interested contractors are highly encouraged to attend both the pre-bid conference and site visit, once scheduled. The solicitation and associated information and the plans and specifications will be available ONLY from the Contract Opportunities website on-line at https://sam.gov. Interested offerors must register with SAM.gov before accessing the system. This solicitation is an invitation for bids and there will be a formal public bid opening.
