This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and solicitation for commercial Items, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2215703 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2024-03 February 23, 2024 The North American Industry Classification System (NAICS) code for this procurement is 811210, Other Electronic and Precession Equipment Repair and Maintenance, with a small business size standard of $34,000,000.00 The requirement is being competed full and open competition, un-restricted and without a small business set-aside. This service requirement will include a base year and 4 option years. The contract would provide regular maintenance and service for 19 NIAID-owned LN2 cryo-freezers located in Building 4, on the B3 level on the NIH Bethesda Campus (freezer repository). The cryo-freezers provide storage to experiment samples for the following NIAID laboratories in Building 4: LMM, LHIM, LISB, and LPD. The service contract includes the following provisions as well as; 1) Two (2) Preventative Maintenance visits during the contract period 2) Including: transportation, labor, parts and repairs or replacement on all faulty freezer parts (solenoid, controller, hose, lid). OEM required for all parts. 3) In addition, defrost of freezer(s), when necessary. 4) Complete a vacuum check. 5) Include a 24-hour emergency answering service. 6) Includes up to a 50-liter liquid nitrogen fill on an emergency basis, and cleaning and scraping of ice buildup on freezer lids each service and upon request.
