This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20243323020 and this solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 date 02/23/2024. This is a small business set aside. The associated NACIS code is 562111 Trash hauling, local and the small business size standard is $47M. Contract Type: The resulting contract from this solicitation will be a firm fixed priced requirements for services specified in the Scope of Work and for the period set forth herein. Performance of services shall be made only as authorized by the contract and modifications thereto issued by the Contracting Officer. Place of Performance: The project location is at 2201 Camino de la Plaza, San Ysidro, CA 92154. Unless the offeror inserts a longer period of time, proposals will remain valid for a period of 120 calendar days from the date specified for receipt of proposals. FIRM PRICES FOR OPTION PERIODS By requesting the offeror to submit prices for periods that extend beyond the basic award period as provided for in the option provision, the Government is in no way bound to purchase any services and/or materials beyond the basic award period. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation-Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, Lowest Price Technically Acceptable. Technical and past performance, when combined, are less important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
