NSN 1H-2090-015737201-ST, TDP VER 010, REF NR EB4461STD1-BLANK, QTY 7000 EA, DELIVERY FOB ORIGIN. This Synopsis is for the anticipated PROCUREMENT of A) CLIN 0001; 7,000 each of NSN 1HM 2090 015737201 ST in accordance with Reference number EB4461STD1-BLANK. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. The Contracting Officer has determined there is no value from items exceeding the solicitation's minimum requirements, so LPTA will be utilized. The Contracting Officer has determined that a past performance evaluation, beyond what is required to make the responsibility determination IAW FAR 9.104, adds no benefit to the source selection so past performance will not be evaluated. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
