This requirement is being solicited utilizing the procedures outlined in FAR 16.505 Ordering. The Government intends to solicit to all VISN 21 Group 1 MACC Awardees thereby providing Fair Opportunity as required by FAR 16.505 (b) Orders Under Multiple Award Contracts. An award will be made to the offeror that is responsive to the terms of the TORFP and is most advantageous to the Government, considering only price included in the TORFP and SOW. The Government intends to award a task order without conducting discussions with offerors; however, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. One firm-fixed price construction task order will be awarded as a result of this solicitation. This requirement is a 100% set-aside for SDVOSB to MACC (Group 1). The Wage Determination General Decision Number: NV20240038 dated 04/21/2023 is applicable for this task order. The above wage determination has been incorporated into VISN 21 MACC IDIQ Contract (Group 1.) Offeror shall be verified as SDVOSB to be eligible for an award in VetCert database at: Veteran Small Business Certification (sba.gov) in accordance with VAAR 819.7003 Eligibility. A proposal will be rejected and will not be considered for an award if offeror s SDVOSB/VOSB status cannot be verified at the time of submission of proposal and prior to award. All work shall be performed during normal duty hours which are Monday thru Friday, 7:30 am- 4:00 pm, IAW the SOW. The Contractor is responsible for coordinating all work with the COR accordingly to minimize the impact to the Veterans and VA employees and ensure construction proceeds on time.
