Request for Information (RFI) Commander, Fleet Readiness Centers (COMFRC) Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS) Follow-On **This RFI includes multiple North American Industry Classification System (NAICS) codes. Interested businesses can provide one consolidated response.** (See also, Notice ID's: N68520-24-RFPREQ-F000000-0199_1, N68520-24-RFPREQ-F000000-0199_2, and N68520-24-RFPREQ-F000000-0199_3). The CMMARS follow-on contract vehicle will be used by several Government entities such as Naval Fleet activities, and NAVAIR Program Offices. Non-Navy customers will also be able to use the established contract vehicle. The COMFRC Acquisition Group will support Government customers in the development of acquisition documentation, requirements development, Requests for Proposals (RFPs), conduct of source selections, retention and the use of lessons learned. The COMFRC Acquisition Group has two primary goals: improving the quality of contracted services and shortening the procurement lead time to award. This is the first RFI issued for planning purposes for the CMMARS Follow-on contract. Both large and small businesses are encouraged to respond. The CMMARS follow-on will be a Multiple Award Contract (MAC) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The CMMARS follow-on MAC and associated task orders will be used to procure CLS for maintenance, modification, aircrew and related services for aviation platforms and associated equipment. Additionally, the CMMARS follow-on MAC will be used for heavy depot maintenance requirements and workload to augment the organic capabilities of the depots. The Government plans to award the CMMARS follow-on under one or more of the following NAICS Codes: 488190: Aircraft ferrying services, aircraft inspection services, aircraft maintenance and repair services (except factory conversion, factory overhaul, factory rebuilding), aircraft testing services, fueling aircraft on a contract or fee basis, independent pilot, air (except owner-operators), inspection services, aircraft testing services; 336411: Aircraft Manufacturing (manufacturing or assembling complete aircraft; developing and making aircraft prototypes; aircraft conversion (i.e., major modifications to systems); and complete aircraft overhaul and rebuilding (i.e., periodic restoration of aircraft to approved design specifications); 336412: Aircraft engine repair/overhaul, Aircraft engine rebuilding; and 336413: Aircraft Propeller repair/overhaul and Aircraft Landing Gear repair/overhaul. Worth, TX Fallon, NV China Lake, CA Point Mugu, CA San Diego, CA Miramar, CA Lemoore, CA Yuma, AZ Oceana, VA El Centro, CA Hickam AFB Hawaii K-Bay, Hawaii Andrews AFB, MD Cherry Point, NC Manassas, VA Norfolk, VA Belle Chase, LA Guantanamo Bay, Cuba Atsugi, Japan Iwakuni, Japan Misawa, Japan Futenma, Japan Bahrain Qatar Jubail, Saudi Arabia Rota, Spain The Government intends to allow award of fixed-price, time and materials, cost reimbursement and incentive-fee task orders under the CMMARS follow-on contract. The contract type will be determined at the individual task order level. The Government intends to have Offerors compete for work through the source selection process at the task order level. Task orders may be of varying durations depending on the period of performance at the task order level. Funds may be obligated and de-obligated as required to meet Government requirements and funding constraints to meet the Fleet’s Operational Tempo and other constraints (e.g. facilities and GFP). The Government intends for the ordering period for the CMMARS follow-on contract to be a base year period of five (5) years with an additional five (5) year option period. Any valid order placed during the ten (10) year ordering period, may have an allowable duration of up to five (5) years from the end of the contract. The period of performance or delivery dates for task orders will be determined at the individual task order level. ------------------------------------------------------------------------------------------------------------- The Government will not award a contract on the basis of this RFI and will not reimburse or otherwise pay for any information received. This RFI is issued for the purpose of encouraging communication and exchanges of information between the Government and interested parties. Responses to this request are voluntary and the Government will not pay any direct or indirect costs for any information or materials received in response to this RFI. Proprietary data shall not be submitted. Potential Offerors are requested to provide the following information: company name, company address, Commercial and Government Entity (CAGE) code, Employer Identification Number (EIN), size status based on the NAICS codes (small or large business), socio-economic category/categories (as applicable for small business) and company point of contact name, title, phone number, and e-mail address.
