This notice is related to Sources Sought N00019-23-RFPREQ-APM274-0221. This DRFP and Pre-Solicitation Conference is to engage industry to better inform acquisition decisions. The DRFP will be released in PIEE on 21 March 2024 no later than 1600 EDT. The DRFP is unclassified with attachments that are Controlled Unclassified Information (CUI) and Distribution Statement D. DRFP documents include Sections A through M, associated exhibits and attachments (CUI). THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND PROVIDED FOR INFORMATIONAL PURPOSES ONLY. INDUSTRY FEEDBACK: Industry feedback and/or clarification questions to the DRFP as well as those resulting from the Pre-Solicitation Conference (to include One-on-Ones) are invited to begin at this time. All industry feedback and/or clarification questions shall be provided to the Points of Contact (POCs) identified in this announcement no later than 23 April 2024 at 1200 Eastern Daylight Time (EDT). All feedback shall be unclassified. It is preferred that potential Prime Offerors submit their questions, input, or comments using the attached form Industry Feedback Tracker.xls. All non-proprietary industry feedback and/or clarification questions received will be added to this tracker with a Government response and posted to SAM.gov prior to releasing the final RFP. INSTRUCTIONS TO REQUEST CONTROLLED UNCLASSIFIED INFORMATION: To receive access to CUI attachments included in the DRFP, interested Prime Offerors must meet the requirements to receive, process, store, and communicate with NAVAIR to ensure the interested Prime Offerors are able to receive any portion of the draft solicitation package. Upon Government review of the registration requirements below, access to the CUI attachments included in the DRFP will be allowed via PIEE. Companies will not be able to view CUI on PIEE until the Government has provided access. Once the Government has provided access, the companies will be able to access the documents at https://piee.eb.mil/ by searching for solicitation N0001924R0034. REGISTRATION REQUIREMENTS: Interested companies who submitted a capability statement in response to the Governments August 2023 Sources Sought Notice have access to the CUI attachments included in the DRFP in PIEE. The information required and provided in the sources sought notice resulted in successful registration. Your companys CAGE Code previously identified will have access in PIEE. Therefore, if you do not receive PIEE access to the CUI attachments included in the DRFP, but believe you are cleared you should contact the POCs in this announcement via e-mail. All other interested companies who did not submit a capability statement must register to obtain approval to see CUI attachments. This registration shall be done via e-mail to the POCs identified in this announcement. Phone registration will not be accepted (e-mail only). Registration e-mail shall include the following information: 1. Organization name, address, Commercial and Government Entity (CAGE) Code (as it appears in SAM.gov); 2. Upon review and approval of the registration information, the Government will provide access to the CAGE Code identified in item (1.) above. This approval allows the Companys Proposal Manager linked to the CAGE Code access to CUI attachments included in the DRFP. PRE-SOLICITATION CONFERENCE DETAILS: The purpose of the Pre-Solicitation Conference and One-on-Ones is to provide Industry with an overview of the upcoming solicitation. The Pre-Solicitation Conference and One-on-Ones will both take place on 18 April 2024 at University System of Maryland (USM) at Southern Maryland (previously known as Southern MD Higher Education Center) 44219 Airport Road, California, Maryland 20619 Center Hall located in Building 2. Remote attendance is not permitted. Each company is allowed up to two (2) people for the general session and for the One-on-Ones. Pre-registration is required for both the general session and One-on-Ones. To register, email the POCs identified in this announcement no later than 4 April 2024, 1200 EDT. Phone registration will not be accepted (e-mail only). Registration e-mail shall include the following information (as it appears in SAM.gov): 1. Organization name, address, and CAGE Code 2. Primary POC, name, job title, email and phone number 3. List of two (2) company attendees to include full name, job title, company, email, and phone number 4. Note if a One-on-One is requested The general session is open to interested companies who have obtained approval to access CUI documents and who have completed Pre-Solicitation registration requirements outlined above. For planning purposes, check in for the general session will open at 0800 EDT, with a start of the general session at 0830 EDT, on 18 April 2024. Any interested company who has not obtained approval of registration requirements will not be allowed to attend the Pre-Solicitation Conference or the One-on-Ones. The One-on-Ones will be held in the same location (USM at Southern Maryland). The length of the One-on-One session will be approximately 20 minutes.
