The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey, intends to negotiate on a non-competitive basis with Bell-Boeing Joint Project Office (CAGE 3B1R2), located in Amarillo, Texas, for the redesign of a replacement for the Windows 10 Operating System and procure 21 hardware kits to upgrade the current Tube Bender (NSN: 4920-01- 554-2063, P/N 110-49-445-52) along with the option of four (4) new redesigned Tube Benders in support of the V-22 Osprey Aircraft program. Bell Boeing is the original system integrator of the Tube Bender and Boeing is the designer, developer and manufacturer (Original Equipment Manufacturer (OEM)) of the current Tube Bender. An adequate purchase description or other information suitable for this effort has not been developed because the Government does not have sufficient data nor does the Government own the technical data. Limited Data Rights of the drawings and software are owned by the OEM; therefore, the Government does not own the drawings to make available. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
