The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the upgrade of a cycloconverter system. The compliant product is available solely from GE Energy Power Conversion USA, Inc., as the required service is only available through GE Energy. The NAICS code is 541330 Exception 1 and the business size is $41.5 million. The proposed purchase order is being solicited on a sole-source basis to GE Energy. The proposed action is for system upgrades, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: GE Energy is the only source of the required equipment and proprietary knowledge, with no compatible item on the market. The NSWCCD intends to award a firm fixed-price purchase order to GE Energy Power Conversion USA, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 13 May 2021. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 05/13/2021 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
