The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price purchase order to CQ Roll Call for online access to its database services i.e. CQ Roll Call content services. The period of performance for this requirement shall be for twelve (12) months from the date of the effective date of the contract. No competition is being sought unless/until another source is identified. These library service subscriptions are unique to CQ Roll Call. CQ Roll Call is a key legislative database for online information used by USACE decision makers including experts in budget, appropriations, planning, and multiple areas of law because it provides information which other systems do not. Customers need the analysis provided by CQs independent, unbiased legislative research analysts on the implications of all aspects of legislation. The primary use of the product within HQUSACE is for legislative tracking. CQs tracking tools are more numerous and diverse than its only close competitorBloomberg Government. CQs analysis appears alongside the actual legislative document text which means users do not have to attempt to follow legislation in multiple productsa feature not available in other known sources. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
