Notice of Intent to Sole Source forNegative Explosive Swab Ion Swabs The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Smiths Detection, Inc., 2202 Lakeside Blvd., Edgewood, MD 21040. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required services as no other source has been identified who can provide the requirement listed below. The purpose of this notice is to inform the public that the NIH anticipates issuing an award for the purchase of a negative explosive swabs to use with Smiths Detection, Inc.s IONSCAN explosive detection and identification scanners currently owned by the NIH. The purpose of this acquisition is to acquire ion swabs to assure uninterrupted use of the ion scanners. The NIH Division of Police (DP) screens by swabbing all visitor vehicles that enter onto both the NIH Bethesda and rocky Mountain Laboratories locations for explosives. The ion swabs must be purchased from the original manufacturer to ensure compatibility with the ion scanners and for the purpose of retaining equipment integrity, service agreements, and equipment warranties. This notice is not a request for competitive quotes. However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately seven(7) days afterthe date of this notice unless the Government determines that another organizationhas the capability to meet this requirement.
