Page 2 of 2 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Cerner Admin Space Construction Support project at the St. Louis VA Healthcare Center, John Cochran, located at 915 N Grand Blvd, Saint Louis, MO 63106. PROJECT DESCRIPTION: Exiting VA properties at 3635 & 3639 Windsor Place Dr. will be prepared to receive approx. 1800 SF of modular buildings to support on-site administration of EHRM at the Jefferson Cochran VA Medical Center. The referenced modular buildings will be provided and utilized by Cerner. This project is an exterior site preparation of two VA properties at the corner of Windsor Place Ave. and Alphonsus Street. The combined area of both sites is ~21,800 SF enclosed with barbed wire fence, some broken asphalt and compacted aggregate fill. The site will require grading to maintain current drainage pattern and asphalt paving and electrical preparation for modular trailers by others. The scope of work for this project shall include, but is not limited to the following items and necessary disciplines to accomplish these tasks: Removal of existing broken asphalt, barbed wire fence, pipe bollards and existing vegetation Grading of site to slope to existing inlet and Windsor Place Ave. Asphalt paving throughout site. Stripe 28 parking spots and provide concrete parking blocks. Install concrete curbs at west property line and a portion of the south property line. Install six-foot perimeter fence with sliding gate and two man gates. Concrete transformer pad. Provide and connect electrical components to support modular trailers by others and site lighting Provide and connect pole mounted LED site lighting. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early to mid-July of 2021. The period of performance is approximately 160 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $100,000 and $250,000. This notice is not a request for competitive offers.
