The Defense Human Resources Activity (DHRA) intends to negotiate award of a sole source contract to Leidos, Inc. under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government has an urgent need for software sustainment support services for the existing Defense Civilian Personnel Data System (DCPDS) until the system is migrated to the cloud-based Defense Civilian Human Resources Management System (DCHRMS). DCPDS is a multifunction, web-based civilian Human Resources (HR) information management and transaction processing system. The system supports over 800,000 civilian employee records (appropriated fund, non-appropriated fund, National Guard, and local nationals), and 1.5 million position records. DCPDS is a global system that supports users around the world 24 hours a day, 7-days a week. DCPDS uses a Commercial Off-The-Shelf (COTS) product (Oracle Federal HR), customized for the Federal and Defense environments, to provide personnel transaction processing. This notice is not a request for proposals. However, interested parties may submit a capabilities statement for the Governments consideration. Information received may be used for market research purposes to identify potential sources. Nevertheless, a determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Interested parties should provide details regarding capabilities in accordance with the instructions provided in the attachment.
