Description: U.S. Army Contracting Command-Orlando (ACC-ORL), on behalf of Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Soldier Training (PM ST), Product Manager Virtual Training Systems (PdM VTS), is providing a draft Request for Proposal (RFP) for Industry review and questions/comments, in anticipation of a single, award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, with an ordering period up to five (5) years. PEO STRIs goal for the resultant CBID III IDIQ Contract is to purchase training services using accepted Instructional System Design standards, simulation products and services, and associated training architecture. The Government will be contracting by Negotiation in accordance with Federal Acquisition Regulation (FAR) Part 15, as supplemented with the additional information included in this notice. The Government intends to solicit this requirement as a competitive total small business set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The applicable NAICS code is 541519, Other Computer Related Services with a size standard of $30 million. Product Service Code (PSC) is U099, Education/Training Other. A draft RFP for the CBID II effort is attached to this posting and available for Industry review. The Government requests your questions, comments, and/or suggestions as a result, no later than 24 December 2021. Responses received as a result of this posting will be reviewed and used for informational purposes only to further refine the CBID III final RFP. For planning purposes, a final solicitation is anticipated to be released in the 2nd Quarter of Fiscal Year (2QTRFY22). Award is anticipated 2QTRFY23. The Government has no obligation to acquire the training products or services described in the draft Performance Work Statement (PWS). It is the potential offerors responsibility to monitor SAM.gov periodically for updates to this procurement. The Government will not accept or review any response other than comments submitted on the form provided. Any other documentation (e.g., white papers, product/service brochures, etc.) will be disregarded.
