Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for quote (RFQ) N32253-22-Q-0015 with the intent to award a Firm Fixed-Price contract to troubleshoot, repair, and calibrate three (3) Proof Test Machines manufactured by Roberts Testing by Close of Business (COB) January 28 of each year. The period of performance is from December 13, 2021 to December 12, 2022 with four (4) Option Year Periods to start subsequently. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380, Testing Laboratories. The small business size standard for this NAICS code is $16,500,000. The Product Service Code is L049, Technical Representative-Maintenance and Repair Shop Equipment. All offerors are required to submit the following: All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2021-07, DFARS 09/29/2021, and NMCARS 18-20. Fill out the unit price and total amount for the base year CLIN 0001 and 0002 and the four (4) option years for CLIN 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002 on the solicitation document (Standard Form 1449). A price quote including a breakdown in costs for labor, travel, and equipment freight. A current accreditation certificate to perform calibration services per NAVSEAINST 4734.1B as specified in the Performance Work Statement (PWS). Completion of FAR 52.204-24, 52.204-26 and 52.212-3. Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation. Quotes are due no later than Friday, December 03, 2021, at 10:00 a.m. HST, and must be sent via e-mail to both the primary and secondary points of contacts.
