REQUEST FOR INFORMATION Space Systems Command/ Space Systems Architect (SpSA)Free Flying Satellites 1.0 Description 1.1 The USSF, in support of the Satellite Communications Portfolio Architecture Office, is seeking information on how an interested contractor could provide a constellation of free flying satellites capable of transmitting and receiving across multiple bands. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USSF is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background The Space Systems Architect is looking for a low cost satellite constellation capable of transmitting and receiving across multiple frequency bands in a geostationary orbit. The Government understands that the time we are requesting from development to delivery of this capability is limited so leveraging minimal viable products may be required. 3.0 Requested Information 3.1 Interested parties are requested to respond to this RFI with a white paper and/or a PowerPoint presentation. White paper shall be limited to a single document of no more than 10 pages.The cover letter is excluded from the page limit.The document should be single-spaced, have one-inch margins, US letter-size (8 1/2 by 11 inches) page, and minimum font size of 12-point font. PowerPoint slides shall be limited to a single document of no more than 20 slides. The title slide is excluded from the slide limit. Slide size should be 16:9 aspect ratio and minimum font size of 12-point font. Responses should include: Business name and address. Name and business title and contact information of company representative. Company CAGE and DUNS 3.2 White papers in Microsoft Office compatible format or Portable Document Format (PDF) are due no later than 07 DECEMBER 2021, 16:00 PST. Please be advised that all submissions become Government property and will not be returned. 3.3 Questions By April 2022, what is the ability of your company to provide up to six free flying satellites ready for launch integration that is capable of servicing a satellite communications user from a geostationary orbit? If unable to provide six satellites by this date, how many can you provide? How long would it take to provide all six if unable to meet the current timeline? What frequency band could your satellite radiate and receive in with the frequencies of interest listed below? X: 7250-7750, 7900-8400 MHz Ka: 20.2-21.2, 30-31 GHz EHF: 20.2-21.2 GHz, 43.5-45.5 GHz L/S: 1755-1850 MHz, 2025-2110 MHz, 2200-2290 MHz What Effective Isotropic Radiated Power (EIRP) can the payload deliver by frequency band? What Received Isotropic Power (RIP) does the payload require by frequency band? How would you command and control the satellite constellation? Could your satellites host other commercial or government payloads? If so, at what estimated size, weight, and power (SWaP)? What is the technical readiness level (TRL) of your constellation? What launch providers would your satellites be compatible with in the form of a rideshare (DoD or Commercial)? When would you need to be on contract to meet the delivery date of April 2022? What government furnished equipment would your solution require? Provide a Rough Order of Magnitude that includes, satellite production, integrations support on a rideshare launch vehicle, and Operations and Sustainment for three years? 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a flexible, free flying, geostationary, satellite constellation. The information provided in the RFI is subject to change and is not binding on the Government. The USSF has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
