The Bureau of Reclamation, Hoover Dam, has a requirement to inspect, test, clean, repair, rewind, resurface, and transport generator Armatures in accordance with the Electrical Apparatus Service Association (EASA) Standard AR100 2015. The work applies to static voltage regulator rotating exciters (“Armatures”) used on Hoover Dam’s generators. Work includes all required measurements, diagnostics, repair activities, rewinding, balancing, machining, commutator resurfacing, engraving/etching, testing, documentation, and reporting. This requirement Place of Performance • Pickup/Return Location: Hoover Dam Central Warehouse Nevada State Route 172 Approximately 8 miles east of Boulder City, NV (Escort and site access provided by Government) • Contractor Facility Requirements: Must be EASA-certified to perform rotating electrical apparatus services, including rewinding Armatures. Scope of Work Summary The contractor shall perform all tasks described in the Performance Work Statement, including but not limited to: 1. Transportation o Pick up Armatures (approx. 11,000–13,000 lbs each) from Hoover Dam Central Warehouse 2. Initial Inspection & Documentation 3. Cleaning, Diagnostic Testing & Repair o 4. Engraving/Etching Requirements 5. Final Testing & Certification 6. Final Reporting & Return Shipping NAICS / PSC • NAICS: 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance (Small Business Size Standard: \$12.5M) • PSC: H291 – Equipment and Materials Testing – Fuels, Lubricants, Oils, and Waxes Required Contractor Information Interested firms must submit the following: 1. Company name and address 2. Point of contact, phone number, email 3. Unique Entity ID (SAM) 4. Business size and applicable SBA socioeconomic categories 5. Capability statement (max 5 pages), including: o Demonstrated experience with similar generator Armature repair or large rotating electrical machinery o EASA certification proof o Relevant contract references with POCs o Facility capabilities (cranes, machining equipment, testing equipment) o Transportation capability for 11,000–13,000 lb units 6. Any subcontracting or joint venture intentions 7. Market research has shown that two NAICS codes could meet the needs of this requirement. Please make a recommendation as to whether this should be under NAICS 811310 commercial and industrial machinery and equipment repair and maintenance, and 541380 testing and laboratory services.
