The Defense Counterintelligence and Security Agency (DCSA), is releasing a Request for Information (RFI) to conduct market research for its upcoming National Industrial Security System (NISS) Increment 2 (NI2) system. DCSA administers the National Industrial Security Program (NISP), overseeing about 12,500 defense contractor facilities to protect national security information. The new NI2 application will be a critical service for both U.S. and foreign-based entities to submit official declarations regarding Foreign Ownership, Control, or Influence (FOCI). Due to the sensitive nature of these submissions, the system requires robust identity verification to prevent imposters from submitting false information, which could lead to significant operational disruption and risk to the government. Accordingly, the NI2 system requires a solution that provides NIST Identity Assurance Level 2 (IAL2) proofing to rigorously verify user identities and reduce the risk of fraud. This RFI is strictly for information gathering and planning purposes; it is not a formal solicitation for proposals, and the government will not cover any costs incurred by respondents.
