The U.S. Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP) seeks to obtain access to a nationwide provider network or networks and medical bill processing services in accordance with industry standards, applicable laws and regulations (e.g., the Privacy Act of 1974, as amended (5 USC 522a); Office of Management and Budget (OMB) Memorandum M-06-15), and OWCP rules. The Government envisions a non-IT commercial services contract in which the contractor has access to networks of medical providers for use by OWCP programs’ covered workers, can process and pay medical bills submitted by network providers and non-network providers, and will bill the Government for those bills deemed payable. Fees for medical bill processing, as well as reimbursement rates for providers are described in Section 6.1.1 of the Performance Work Statement (PWS). Except as otherwise specified in the PWS, all objectives and constraints are held in common between the OWCP programs.
