PRESOLICITATION NOTICE INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract to Renovate Outpatient Pharmacy and HVAC at the Mather VA Medical Center in Sacramento, California. PROJECT DESCRIPTION: A. Project 612A4-19-016 - Contractor shall provide construction services necessary to install a fully addressable Construction Renovate Outpatient Pharmacy and HVAC. Contractor shall renovate operations and production flow, including productivity, and functionality of the Outpatient Pharmacy at the Mather VA Medical Center in Sacramento, CA by improving circulation and patient delivery and access, alleviating congestion, setting up and demolition of temporary trailers and adding storage. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction, with a size standard of $45 million. The solicitation will be issued on or around April 10, 2026. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
