The 439th Contracting Flight at Westover Air Reserve Base (WARB), Chicopee, MA, intends to issue a solicitation in late June for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The period of performance will consist of one base year and four (4) one-year option periods, if exercised. During the contract period, the Base Civil Engineer will identify construction tasks, and the Contracting Officer will negotiate and issue firm-fixed-price task orders. Types of TO projects associated with this Contract will include, but are not limited to, new construction and interior/exterior remodeling/renovation/repairs. TO project disciplines may include, but not be limited to: civil, structural, architectural, mechanical, plumbing, carpentry, welding, masonry, communications, intrusion/ detection, audio/visual systems, and electrical disciplines; petroleum/oil/lubricants systems; and asphalt and concrete pavements, sheet metal, various roofing systems, earthworks and landscaping, aerial and underground utilities, steam fitting, painting, HVAC and asbestos removal. The estimated maximum contract amount is $7,500,000.00 including all options, if exercised. Individual jobs will vary in size from $10,000 to $750,000 with the majority expected to be of a small ($10,000 to $75,000) to medium size ($75,001 to $300,000). The minimum contract amount of $20,000.00 is guaranteed to the successful offeror. This acquisition is a competitive 8(a) set-aside for firms certified with the Small Business Administration (SBA) in the Massachusetts approved geographical region which can include having a bona fide office located in Connecticut, Massachusetts, New Hampshire, Rhode Island, Syracuse NY or Vermont. The applicable North American Industry Classification System (NAICS) code is 236220 with corresponding size standard of $45.0 Million. The successful contractor will be selected utilizing the Tradeoff approach Source Selection procedures, resulting in the best value to the Government. The Government reserves the right to award a contract to an offeror other than the one with the lowest price. The specific evaluation factors will be set forth in the solicitation. There will be an organized site visit planned for this solicitation for the initial seed project/task order. The correct time and location will be included in the solicitation. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and all supporting documentation will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to Potential Offeror(s)/Supplier(s): FUNDS ARE PRESENTLY AVAILABLE FOR THE SEED PROJECT ONLY. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
