PAA Strategis System Programs intends to solicit on a sole source basis in accordance with FAR 12.102(a). The requirement is for Microsoft Unified Support Services at the PAE Strategic System Programs (SSP). As part of the instant requirement, the contractor shall provide all personnel, equipment, transportation, tools and materials necessary to provide comprehensive Microsoft Unified Enterprise support including Tiered, Critical Escalation Support as well as Power BI Modeling and Data Architecture Support by ?fully qualified Microsoft Subject Matter Experts?. The resultant contract will be issued on a firm-fixed-price (FFP) basis and contain one (1) 12-month performance period: 15 September 2026 through 14 September 2027 The sole source justification in accordance with RFO Part 6.103?1(2) ii Only one responsible source, is as follows: Only Microsoft Unified Support can provide the level of expertise required to meet the Government's requirement. Access to Microsoft Intellectual Property (IP) that includes Microsoft?s Operating System software code is required for all of the required services, and this access is only available to Microsoft employees. Microsoft employees possess access to priority Microsoft code, tools, processes and knowledge to provide the required support. A Microsoft SME is required to write proprietary Microsoft code in critical support of PAE SSP's mission, to maintain and ensure the command remains fully operational via the Microsoft network.
