AMENDMENT 2 - Incorporates Government responses to vendor questions and contains some minor revisions which are stated in the body of the amendment. Vendors are requested to review this update carefully as an additional CLIN for pricing of 2 licenses was added to the requirement. NOTE: Please review the Acquisition questions and responses and FAR 52.204-24 provision that needs to be filled out by vendors with their submissions. AMENDMENT 1 - The purpose of this amendment is to correct and revise minor details contained in the RFQ. Details are on Page 2 of the published Amendment 0001. In addition a conformed copy of the RFQ is also being posted for continuity along with the RFQ PWS. This is a Request for Quote (RFQ) for narrative/price submissions from qualified vendors for a Readiness Simulation (RS) tool for the Selective Service System. BACKGROUND: The Selective Service System (SSS), established under the Military Selective Service Act (MSSA), 50 USC 3801 et seq., is responsible for maintaining a system that can rapidly furnish manpower to the Department of Defense during national emergencies, while ensuring fairness, justice, and operational readiness. SSS executes its statutory mission through six (6) Mission Essential Functions (MEFs): Registration, Selection, Notification, Delivery, Classification, and the Alternative Service Program (ASP). SSS seeks a simulation model that in preparation for any national emergency, it enables the Agency to: 1) Evaluate staffing and resource requirements 2) Compare mobilization and policy scenarios 3) Assess the operational impact of surge conditions 4) Identify throughput risks, delays, and bottlenecks 5) Support executive planning and reporting obligations. The Contractor shall design, develop, validate, document, and deliver a Government-owned readiness simulation (RS) that: 1) Models the full end-to-end SSS mobilization pipeline 2) Supports configurable scenarios 3) Provides decision-support analytics necessary for leadership, planners, and operators. 4) Operates within an SSS-designated cloud environment 5) Uses anonymized aggregate data 6) Supports complete Government ownership and sustainment. Vendors shall review the RFQ Package in its entirety and provide any questions they have for Government responses by 2:00 PM EST on 28 July 2026. Final RFQ submissions are due by 2:00 PM EST on 14 August 2026.
